The Foster Care Trainer/Recruiter Job Summary: - Maintains oversight of foster parent chart & foster home annual training hours required by policy - Oversees annual reassessments and mandatory foster home background checks - Plans and staffs TN KEY and pre-service training - Supervises investigation and selection of therapeutic foster homes. - Coordinates recruitment campaign for prospective foster homes, i.e., networks with civic groups, local & area newspapers, field calls of prospective parents, coordinates T.V. and radio exposure, etc. - Prepares and facilitates annual training plan for foster parents/staff - Supervises & matches selected therapeutic foster parents and children. - Manages Parent Training/Recruitment line item in Foster Care/RHET budget. - Responsible for Foster Parent Home Study. - Closes, approves, reapproves and opens parent charts as needed in TFACTS database - Assists and supervises the coordination of special events, i.e. Christmas Party, Summer Programming. - Plays a role in the on-call rotation for weekend coverage, e.g., back-up or primary. - Follows all policies in accordance to DCS Core Standards, PPM, and Licensure standards. - Follows all directives from immediate supervisor. Leadership - Works in a multi-disciplinary team approach to meet clinical needs of foster care consumers. - Completes all required documentation in compliance with Center Policy, CARF and Provider Policy Manual standards. - Completes TN KEY Training on all foster and adoptive parents. - Provides ongoing training for all foster parents in accordance with Policy requirement of each foster parent maintaining 14 hours of training each year. - Recruitment. - Retention. - Maintains budget. Clinical Support - Attends and is timely to weekly Management Team Mtgs. - Attends and leads program team meeting on a weekly basis without tardiness. - Returns all staff pages within 15 minutes of receiving the page as reported by supervisor. - Meets with parents to discuss difficult situations with client and/or parent behaviors. - Responds to all flags, emails and voicemails within 2 business days. - Responds to pages/calls from current parents and/or prospective foster parents within 2 business days - Has read and is familiar with the Provider Policy Manual in its entirety. - Implements all new policies into parent training. - Carries a caseload of overflow clients at any given time. - Maintains monthly foster home list and disperses it to specialists bi monthly - Keeps all parent charts with updated documentation. - Maintains expiration logs for updating foster parent charts. - Yearly home visits for re-evaluations. - Completes quarterly documents with foster parents. - Conducts a total of 4 interviews with prospective foster parents before opening as a placement option. - Provides all TN KEY, Therapeutic and CPR courses prior to opening foster homes. - Provides parents with all necessary paperwork needed to open home as a placement option. - Completes home study on new parents within 60 days of completing TN KEY. - Monitor that all necessary background checks are completed (fingerprinting, TBI and FBI checks, sex offender registry, adult abuse registry, etc.). - Informs staff of newly opened foster homes upon clearance of all background checks. - Provides training opportunities for parents to accumulate 14 hours of yearly training (i.e., cluster meetings, all-day training, mail-out packets, etc.). - Register parents for DCS MRI courses initially and bi-yearly. - Keeps all appropriate documentation of training attendance (sign in sheets). - Creates and mails quarterly training calendar with reminders of mandatory trainings (Newsletter). - Attends agency collaborative meetings to foster strong working relationships with other foster care agencies on monthly basis - Attends and participates in local events where setting up a booth, or speaking may be required. - Researches new recruitment efforts to provide on-going opportunities to present the foster care program. - Responsible for the recruitment of foster parents for the program. - Helps implement yearly recruitment plan by deadlines on plan. - Plans and implements retention activities including yearly spring picnic and Christmas Party. - Adequately monitors and spends recruitment budget appropriately without exceeding budgeted amount. - Keeps records of all spent money. - Reconciles all check requests (and P-Card) within 30 days of receiving check/in a timely manner. - Provides support to case managers through positive reinforcement and open communication. - Meets with new case managers during 80 hours pre-service training one-on-one to assist in training on how to work with parents. - Meets with foster parents individually if problem arises. - Shares information re: policies and procedures with cms - Participates in rotating on-call schedule with equality to all team members. - Provides specialized training to foster parents. - Makes suggestions for interventions with clients on a weekly basis. - Calls inquiries back within 1 business day. - Completes appropriate documentation for new referrals. Research private and corporate foundations, community foundations, and other nonpublic institutional funders locally in East Tennessee, statewide in Tennessee, nationally, and, where appropriate, globally. b. Use GuideStar/Candid, Foundation Directory Online, GrantStation, grant-tracking platforms, foundation tax filings, corporate giving portals, annual reports, and other available research tools to identify potential funders. c. Review each prospect for mission and program alignment, geographic eligibility, funding history, typical award size, application requirements, timing, restrictions, relationship potential, and likelihood of success. d. Maintain a high-volume, prioritized pipeline of qualified prospects and provide recommendations to the supervisor regarding the opportunities that merit Foundation investment. 2.Responsible for development and submission of high-quality grant requests. a. Prepare persuasive letters of inquiry, concept papers, proposals, applications, presentations, and supporting documents that accurately communicate McNabb Center needs and outcomes. b. Work cooperatively with Foundation leadership, Center leadership, program staff, Financial Services, and other internal partners to obtain accurate information and meet approved deadlines. c. Develop, analyze, and review detailed grant budgets and budget narratives, including allowable costs, personnel expenses, indirect costs, matching requirements, restrictions, and sustainability considerations. d. Ensure every submission is accurate, complete, timely, responsive to funder requirements, and consistent with the approved purpose, budget, and commitments of the organization. e. Maintain thorough knowledge of grant terminology, application instructions, grant agreements, web portals, required attachments, and submission procedures. 3.Manages the complete portfolio of existing nonpublic grants and institutional funder relationships. a. Maintain complete records of grant agreements, budgets, restrictions, deliverables, payment schedules, reporting requirements, recognition commitments, and renewal opportunities. b. Coordinate with program and financial staff to monitor use of grant funds and ensure narrative and financial reports are accurate, complete, and submitted on time. c. Work toward the first-year objective of securing at least $750,000 in new grant commitments from approved nonpublic funding sources. b. Track new funders, new grants from existing funders, renewed funding, Annual Fund campaign grants, one-time Center grants, and capital and operating commitments. c. Maintain and regularly report key performance measures, including qualified prospects, proposals submitted, total dollars requested, grants awarded, renewal rate, reporting compliance, pipeline value, and anticipated decision dates. d. Provide timely pipeline reports, revenue forecasts, calendar updates, and progress reports to the supervisor. e. For performance reporting, classify new grant commitments consistently as first-time grants, funding for a new purpose from an existing grantor, or increases above a grantor's prior commitment, as directed by Foundation leadership. 6.Maintains accurate grant records, systems, and internal communication. a. Maintain complete prospect, proposal, award, report, stewardship, and relationship records in Blackbaud Raiser's Edge and other approved Foundation systems. b. Create and maintain an accurate master grant calendar with application deadlines, expected decisions, award periods, reporting dates, renewal dates, and stewardship activities. c. Ensure grant records, contact reports, proposal documents, budgets, correspondence, and supporting materials are organized, current, and accessible to appropriate Foundation leadership. d. Summary of role of team : - School based liaison position is a very important part of the team. - This position is a liaison between the client, school, family and community. - The below specific duties are value to making the school-based liaison position successful in all areas. Quality Care 1. Provides individual/family psychotherapy for children ages 4-21. - Clinician is present and ready to begin session at the appointment time, every session. - Clinician calls to reschedule any sessions that he/she will be unable to attend or that the consumer missed or canceled 100% of the time. - Clinician communicates accurate and thorough information to outside agencies 100% of the time when clients need different or more appropriate care that HRMC cannot provide. - Ensures therapy contacts are completed each month, according to program standards. 2. Provides diagnostic Psycho-Social Assessments - Clinician completes intakes and assessments within 5 business days of contact. - Assessments will be completed in coordination with Assessment Team and Client Benefits as evidenced by communicating any issues concerning clients or assessment. - Clinicians will provide intake coverage, as directed by HRMC Staff 3. Documentation requirements - Ensures all family/client participation in tx planning as evidence by signatures on tx plans. - Communicates to Team Leader if referrals become low in weekly supervisions. - Meet weekly with direct supervisor to discuss clinical and administrative concerns/ changes. - Create and implement treatment interventions that are reflected in progress note documentation based on the treatment plan goals. - Respond to all flags and e-mails within 2 business days. - Respond to all voice mails within 30 minutes. - If licensed, signing the non-licensed clinicians' treatment plans and being available for clinical consult. - Attend weekly/biweekly treatment teams with school personnel. - Attend weekly treatment teams and staffing meetings with Services Coordinator/Team Leader and program Psychiatrist. - Attend and participate in school-based meetings with school personnel and community partners involved in the community schools. 4. Complete all required clinical documentation in accordance with Center Policy and Procedure and funding source guidelines. - Update treatment plans, crisis plans, consent to contact, DLA-20 and updated admissions signature page every 6 months. - Completes intakes within 10 days of school referral, as applicable. - Complete and submit productivity II summaries to Team Leader by the 2nd business day of the month. - Complete intake treatment plans within 30 days of intake - Create daily progress notes and sign in EMR within one week of service provided. - Submit all daily contact logs within one week of the occurrence. - Submit hand generated productivity to Team Leader by the second working business day of the month. Summary of position : - Serves as the primary clinician that provides counseling/liaison services to a predetermined number of children/youth and families in the Loudon County School System. - Works alongside Loudon County Schools to create a trauma informed school climate, provide consultation and training to staff, and deliver direct therapeutic mental health services to selected schools while providing linkage and coordination to additional wrap around services. - Clinician provides weekly individual and family psychotherapy to children and adolescents ages 4-21 with a mental health diagnosis. - Clinician is to provide psycho-social assessments for clients and provides diagnosis and appropriate referrals for clients assessed, as needed. - Clinician provides crisis intervention and emergency services as needed. - Interfaces with the school system and other agencies to increase cooperation and consistency between home, school, and community. - The Master's Level Liaison Counselor provides information and referral, agency linkage, advocacy, home visits, and follow-up services. - Treatment modalities used by Master's level clinicians providing therapy services include Dialectical Behavior Therapy (DBT), Cognitive Behavior Therapy (CBT), Eye Movement Desensitization and Reprocessing Therapy (EMDR), Trauma-Focused Cognitive Behavior Therapy (TF-CBT), Attachment, Self-Regulation and Competency (ARC), Parent-Child Interaction Therapy (PCIT), and Play Therapy. - Functions as a member of a treatment team to plan, implement, and evaluate successful interventions for children and families. - This individual will provide counseling activities that are adventure-based in nature and will lead group process and activities with identified children and youth as needed. - The holder of this position will provide individual, family, and group counseling sessions including initiatives that encourage communication, trust building, and responsibility of actions and clinical process of all activities. - The holder of this position will be required to do the following and other responsibilities as assigned by his/her direct supervisor: - Conducts individual, family, and group counseling. - Provides advocacy, linkage, and referral services as needed. - Provides mental health assessments, as needed. - Participates in IEP/504 and other school related meetings, as applicable. - Provides parent education. - Maintains appropriate chart records. - Interfaces professionally with school personnel and other agencies - Conducts group sessions with children and/or parents. - Interfaces professionally with school personnel and provides therapeutic support, consultation and training. - Interacts with the Loudon County Clinic and Care Coordinators to coordinate scheduling and delivery of services. - Completes all documentation/reports in a timely manner. - Upholds center policy and procedures, and CARF standards. - Knowledge/education in RE-ED philosophy - Provides in-home/community services with clients and/or families. - Provides coverage in all programming; as needed. TYPICAL WORKING CONDITIONS/ENVIRONMENT - Typically, this position is in an office/school setting on a daily basis. - The position does require community interactions as well as regular family sessions in the home. - Telehealth and doxy may be used at times for services resulting in phone/computer sessions for specific cases. Primary General Responsibility - School based liaisons will conduct 5 Tier I trainings with the teachers each school year resulting in 80% of the teachers being trained. - School based liaisons will conduct 3 Tier II psychoeducational trainings with the students each school year resulting in 20% of the students in the schools being education on multiple topics. 2. Second general responsibility - School based liaisons will conduct 50-60 individual sessions monthly. - School based liaisons will conduct 12-18 family sessions monthly. COMPENSATION: - Starting salary for this position is approximately $52,274/yr based on relevant experience and education. Schedule: - Outpatient clinic is open from 8am-5pm. - Position requires timely in person attendance on daily basis. - School based liaison would also follow the schedule of the school that they are assigned. - Family sessions would typically be in the evening hours. - School based liaisons weekly schedule must be flexible to meet the needs of the client, family, and school.
