GENERAL DESCRIPTION
Human Resources Manager oversees the human resources and its day-to-day functions, ensuring compliance with employment laws, fostering a collaborative workplace, and supporting the organization's strategic goals. Key responsibilities include compliance with HR laws, policy implementation, recruitment, onboarding, offboarding, benefits administration, performance evaluations, and staff compensation management. KEY RESPONSIBILITIES

Develop and implement HR strategies aligned with organizational goals

Oversee recruitment, onboarding, and talent acquisition processes to attract top talent

Manage employee relations, performance management, and conflict resolution

Ensure compliance with employment laws and company policies

Design and administer compensation, benefits, and wellness programs

Lead initiatives for employee development, training, and engagement

Maintain HR records and generate reports for management review

Promote a positive workplace culture
SKILLS AND QUALIFICATIONS
-
Bachelor's degree in Human Resources, Business Administration, or related field; HR certification preferred

Proven experience as an HR Manager or similar role

Strong knowledge of employment laws and HR best practices

Excellent interpersonal, communication, and leadership skills

Ability to handle sensitive situations with confidentiality and professionalism

Proficiency in HRIS systems and Microsoft Office Suite

ESSENTIAL FUNCTIONS:

Manages Human Resources activities, as appointed, in one of the following sections: compensation and records, employee benefits, the employee assistance program, HR technology and staffing services.

Manages and provides overall direction to the appointed section staff.

Completes special projects and establishes new policies and programs that improve overall efficiency of the human resource functions in the agency.

Consults with all levels of management regarding human resources policies, procedures and programs specific to area of assignment.

Performs related work as assigned.
Requirements: QUALIFICATIONS AND EXPERIENCE:
Requires a Bachelor's degree from an accredited college or university with major coursework in business or public administration, human resources management or closely related field. HR Certification is preferred. (One year of relevant experience may be substituted for each year of required education.) Requires six (6) years of progressively responsible HR professional experience specifically in the areas of staffing, compensation, organizational development, HR technology, and/or benefits depending upon the area of assignment or closely related experience including four (4) years of supervisory experience or closely related experience.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
